The recommendations of the report, publicly published by Carroll in August 2023, included the establishment of a repair system for victims, drawing on “best practices from other sports and industries”, as well as reporting mechanisms, educational programs and processes to ensure the safety of participants and children.

Carroll, who since then took an assignment in Tasmania, has urged the three racing codes to adopt the nine recommendations of the ratio within 12-18 months.

But that time passed and Green said it seemed that the victims had been kept in the dark.

“As soon as the 12 months have expired, in August last year, I expected an update,” he said.

“They committed themselves to transparency on all this, but from my point of view, it was only silence.

“I want evidence that they followed. And at this point there have been no one.”

When he was contacted by this Masthead, Racing Victoria admitted that he has not yet implemented a system of appeal for victims. He expected him to do it in the coming months.

But the main state of the state has declared that it has “completed or absorbed in practice” eight of the nine recommendations.

Green said he was still waiting for the test. He said nobody shared this information with the victims, publicly or privately.

“The scenario that I found really disturbing was when I reached the review of people about what is happening, it was like” everyone sworn in secrecy “,” said Green.

“In other words, the latest people who intend to meet one of these recommendations, whether they are in progress, are the 180 people arranged who have testified.

“This does not make sense from a position centered on the victim … if you intend to drag them into a review, well, you have to keep them informed.”

Green said that a so -called “anonymity” clause could not be used as an excuse.

“It is not true that they don’t know who has given evidence. It’s simply false,” he said.

“What happened was that you had to register for that review, so you had to have a point of contact. They have everyone’s details.”

Racing Victoria responded to the old six-week letter from Green on Monday-Lo Day when this Masthead sent a series of questions to what action had undertaken in Carroll’s report.

Green, now 66 years old, said that the trauma under abuse had cost him 40 years of his life. In 2008, two members of the Caulfield stables of Murphy, where Green lived and worked as an apprentice, were judged guilty of indecent aggression in the County Court.

“I was in drug rehabs and then in prison for the rest of the 20 years after being an apprentice,” he said.

“My father committed suicide when he discovered him, so he cost me a lot.

“I was traveling much better before this review, but this is the collateral damage of inaction and non -transparency and, frankly, narratives of bullshit.”

Harness Racing Victoria said he implemented three of the nine recommendations and that he expected to adopt the remaining six by the end of this year, while Greyhound Racing Victoria adopted a new rule in November last year “making him a crime to behave in harmful behaviors”.

The three running codes made public excuses after the report was published in 2023.

Dogs return to Cranbourne

The state government is supporting a reconstruction of $ 9.5 million on the Cranbourne Dog track, three years after the headquarters have been closed for safety reasons.

Greyhound races were abandoned in Cranbourne in January 2022 when a bait hit halfway through the race, causing the death of a dog and injuring many others.

The works are expected to start next year and the updated structure should create 15 new jobs.

The Minister of Raisted Anthony Carbines said that the Allen government would have contributed with $ 4 million from its Victorian fund for the racing industry, while the Greyhound Victoria races would have earned $ 3.5 million and the Greyhound Racing Club Cranbourne $ 2 million.

The new track will be wider and will have the start of the brands of 650 meters, 420m and 330m.
