The report to the March Council meeting declared that there were 67 complaints of conduct against the councilors from 1 September, just before the new Council was elected, compared to five in 2023-24. The Council had an average of four or five complaints every year in the previous five years.

“The number of code complaints received to date in 2024-25 are much higher than in previous years. They already represent an order of increase in magnitude compared to the entire previous period,” said General Consultant David Galpin in the report.

Fourteen of the complaints were under investigation, 24 had been addressed to external auditors and 23 had been evaluated by the Governance team. Four have been refused.

The report did not apply which councilors were the subject of complaints, nor if violations had been found. It is likely to take the council staff until July to process them, at an estimated cost of $ 346,386.

A spokesman for the Council said that alleged violations of the Code of Conduct took place and were treated in accordance with the requirements of the local government law.

The report states that the Council had addressed the current complaints to the local government office and asked the agency to investigate them due to concerns that they were imposing an “burden of undue and disproportionate cost” for the staff and preventing the actual functioning of the Council.
